Does toothpaste count as a liquid?

Toothpaste counts as a liquid under TSA rules. Even though it is a paste rather than a pourable fluid, TSA classifies toothpaste alongside gels, pastes, and creams as a liquid for screening purposes.

The rules for carry-on:

  • Container size: 3.4 oz (100 ml) or less
  • All liquids fit in a single quart-sized clear resealable bag
  • One bag per passenger

An important trap: a tube labeled 6 oz counts as 6 oz even if it is half empty. TSA reads the tube label, not the actual liquid volume inside. Half-empty tubes get confiscated.

Alternatives for carry-on only travel:

  • Toothpaste tablets (solid, not subject to the rule)
  • Buy a 3.4 oz travel tube
  • Pack full-size in checked bag
